Boom-era roofs look fine from the street and fail inspections anyway; granule loss and cracked pipe boots are the usual findings. This is where well-installed architectural shingle is usually the right economic answer over metal or tile, because the wind-rating premium buys less.
On cost: many roofers inspect free in hopes of a job; a paid independent inspection removes that incentive and is worth it for real estate transactions or insurance disputes.

How it works
Every slope photographed, flashing and penetrations checked, attic viewed from below where accessible, and a written report with remaining-life estimate. A walk-around from the driveway is not an inspection.
In Florida, for any roof over 15 years old, effectively yes — carriers want a report showing five or more years of remaining life. In Texas it's less formal but increasingly common on older roofs.
